The Wind Element Rasenshuriken has to be a pretty powerful jutsu to destroy an opponent on a cellular level. So it’s probably on another level when in 9-tails mode. And a base rasengan is already in the form of a jinchuuriki bomb, Naruto just needs to give the right mix of black and white chakra. I imagine that Kishi doesn’t want to reveal Naruto’s Kyuubi Rasen-Bomb until later.
